This is called an お膳 ozen. In Japan, it was traditionally used as a small table for placing meals. Its distinctive feature is its two-tiered design. It can also be used as a base. This unique design allows you to use either side as the tabletop. One side is nearly flat black, while the other features a raised edge painted gold.
You can flip it over to suit your mood or purpose.
It is coated dozens of times with Wajima lacquer, making it truly beautiful. Simple yet meticulously crafted, its details are beautiful. 
Completely black with no patterns, it won't distract from the bowls or other dishes placed upon it.
