This is a pottery bell. It is also cute and unique and recommended as a Christmas ornament or New Year figurine.

Many Japanese festivals are held to pray for a good harvest, and many floats like this go around the city. The float has a wheel on the bottom that pulls it around while playing musical instruments on it.
