It is an ink painting on silk and depicts scenery in deep mountain.
"The bridge spanning the river looks precarious, and two houses are almost buried in snow. Even the mountains, which would show their ruggedness if the snow melted, appear overwhelmed by the sheer volume. The artist even went so far as to use white paint, which is not typically used in ink wash painting, scattering large dots to convey what they likely wanted to express: the power of the deep mountain snow that continues to fall endlessly, transforming the world into silence.
A signature and a stamp of a painter "月波, Geppa" is on the right bottom.
There are wrinkles, scratches and stain, the edge is partially torn as shown in pictures.
