This is called Japanese 常滑 Tokoname ware and is a decorative plate made of vermillion mud, called 朱泥 Shudei.
It has a relief representation of a dragon climbing Mt.FUJI.
The dragon is a legendary divine beast in Japan and Asia, and is said to be the strongest in the world of Feng Shui with the highest level of luck opening power and life energy.
Furthermore, in Japan, Mt. Fuji has been so revered that it has become an object of religion.
